"Listening to the Sea" describes the gradual development of territorial sea limits that grew outof military, then fishery protection, concerns that have no relevance whatever to the proper governance of thesea and its resources but which continue to this day to create boundarieswhere none really exist.Wilder presents a wealth of historicalinformation in a way that is easy to read and retain. He traces the historyof federal-state struggles concerning authority over the exploitation ofoffshore oil and other resources which underpin current issues about theproper uses of the outer continental shelf and how to allocate federalfunds related to OCS.Wilder follows the development of US environmentallegislation and the inernational agreements that increasingly are requiredto find solutions to problems that extend across the "notional"borders nations have created at sea, arguing for an emphasis on preventionrather than cure, the extension of the precautionary principle to allnational and international rule-making, and the development of a"holistic" approach to all questions involving the seas and thewildlife that live in them.This covers the substance to be found inthe book, but not its effect.It is beautifully written.It's hard toavoid a sense that Wilder may be overoptimistic about the potential for thedevelopment of a more "enlightened self interest" to prevail inthe governance of the oceans.But "Listening to the Seas" doesleave you feeling better about the future and possibilities for scientistsand policymakers to work together and for international agreements thatmight begin to turn around some of the awful trends we've seen in the last20 years.While things have changed for the worse environmentally, theyhave changed greatly for the better in terms of the public's recognition ofthose facts and issues. ... TERRIFIC REFERENCE
Despite being over 30 years old, most of the technical information in this reference is still valid. Basic physics rarely changes I suppose. It has a wealth of information on all sorts of marine engineering topics from use of concrete in salt water to metallurgy in the ocean. There is even a section on design of underwater vehicles including information about power sources, etc. That particular section is somewhat dated since advances in AUVs and the like have really taken off in the last few years. I highly recommend this book as the most complete reference of its kind (that I know of). The graphics are dated and it's black and white, but if solid information about a wealth if topics is waht you're after, this is the book.

Really great reference
I have found this book in a number of libraries. If you are interested in the ocean or submarines than this is the book to have.It is great book. It really is more of a compilation of other great books but it puts all theuseful information right where you need it.I look for it in used bookstores and auctions. ... Read more
